DESE FCSR Registration? Wrong Agency. Here's Who Actually Runs It.

If you typed "DESE FCSR registration" into a search bar, you're in good company. Almost every new Missouri daycare provider does. And almost every one of them is looking in the wrong agency's window — because the state never bothers to tell you the FCSR isn't DESE's.

The Family Care Safety Registry — the FCSR — is run by the Missouri Department of Health and Senior Services, DHSS. DESE, the Department of Elementary and Secondary Education, is the agency that licenses your daycare. Two departments, two websites, two systems, and a new provider standing in the middle holding paperwork for both.

Here's the split, plainly:

FCSR (DHSS): every child care worker registers with the Family Care Safety Registry. Registration takes a form, a copy of the worker's Social Security card, and a $16 fee — online, or by mail to Jefferson City. Employers who want to run screenings need their own separate employer access on top of that.

Fingerprint check (DESE): DESE's Office of Childhood runs a separate, comprehensive fingerprint-based background check for licensed child care staff. Different system, different process, same employee.

Yes, both. No, they don't substitute for each other. Yes, it's confusing by design — or at least by nobody bothering to un-confuse it.

This site's background checks page lays out both systems side by side — which agency, which form, what it costs, where it goes — with links to the official DHSS and DESE pages. And if you're mid-process and stuck, ask the question box. It'll tell you which agency you're actually dealing with before you mail anything to the wrong one.

⚠️ Unofficial guide. Not legal advice. Rules change — always confirm with DESE or your licensing specialist.
