What Are Staff-to-Child Ratios?
Staff-to-child ratios are the minimum number of adults required for a given number of children. These ratios exist to keep kids safe ā younger children need more adults per child than older ones.
Missouri sets these ratios in the Code of State Regulations, primarily in the 5 CSR 25-500 series for licensed child care centers.
Typical Ratios for Licensed Centers
Here are the general ratio guidelines for licensed child care centers in Missouri (these can vary ā always verify with your licensing specialist):
⢠Infants (birth to 12 months): 1 adult for every 4 infants (1:4)
⢠Young toddlers (12ā24 months): 1 adult for every 4 children (1:4)
⢠Older toddlers (2 years): 1 adult for every 8 children (1:8)
⢠Preschool (3ā4 years): 1 adult for every 10 children (1:10)
⢠School-age (5+ years): 1 adult for every 16 children (1:16)
These numbers are approximate and can differ based on the specific regulation version and your license type. The actual requirements are spelled out in 5 CSR 25-500.102.
Group Size Limits
On top of ratios, there are also group size limits ā the maximum number of children allowed in one room or group, even if you have enough staff.
For example, even with two adults in an infant room, you may not be able to have more than 8 infants in that group. Group size limits are a separate requirement from ratios.
Ratios for Group Homes and Family Homes
Group child care homes and family child care homes have their own ratio rules, which differ from centers. These are covered in different sections of the regulations (5 CSR 25-400 series for group homes, 5 CSR 25-300 series for family homes).
The capacity limits are generally smaller for home-based programs ā for example, a licensed family home provider typically cares for up to 10 children total (including the provider's own children under certain ages).
Important: Always Verify
Ratio requirements are one of the most complex areas of child care licensing. They can depend on:
⢠Your specific license type
⢠The ages of children in your care
⢠Whether children of different ages are in the same group (mixed-age groups)
⢠Special circumstances
Always confirm the exact ratios that apply to your program with your DESE licensing specialist.
